1996 Creation of the Code of Professional Ethics for Personnel Search Consultants
The main guidelines for consultants are as follows:
1. Respect clients, candidates and colleagues.
2. Do not undertake steps which might affect the APSC colleagues' professional reputation.
3. If any conflict arises among the consulting companies within the framework of APSC, it should be solved inside Association.
4. Avoid headhunting staff from a member company of APSC.
5. Develop and improve knowledge and professional skills exchanging experience among colleagues.
6. Do not organize purposeful gaining of the employed candidate from one client to another as well as any other employees from the client companies within "off limits" period.
7. Do not interact with clients and candidates whose activity violates ethic regulations and norms accepted in democratic society.
8. Provide confidentiality of information received both from clients and candidates do not reveal the information which may harm either clients or candidates.
9. Keep the anonymity of clients and candidates until permission to disclose such information is given.
10. Do not allow any racial, sexual, national, religious, age and political discrimination to candidates; keep exceptionally to professional and personal qualifications defined by the client.
11. Follow the principles of independence and unbiased judgment when considering candidates.
12. Do not apply any special methods or techniques in evaluating and researching candidates without permission from them.
13. Do not undertake any activities harmful for the candidates especially those which may affect their present work.
14. Do not accept any reward from candidates for their employment.
