Association of Personnel Search Consultants (APSC) is the largest and the most reputable professional union of recruiters on the territory of the Russian Federation, the CIS and Eastern Europe. The activity of APSC is targeted at providing effective employment of high-profile specialists in the era of market economy.
The APSC mission is to assist the development of the civilized personnel search market in Russia.
The tasks of APSC are:
- formulating professional ethic standards for APSC members;
- providing members of the Association with professional information;
- assisting in upgrading qualification of specialists within the framework of the Association;
- building up and upholding high professional reputation of APSC members;
- representing and protecting the common interests of APSC HR community in the relations with government authorities;
- interacting with international personnel search consultants' organizations.
The composition of APSC:
- More than 100 best personnel search and selection agencies from 26 Russian cities (from Vladivostok to Kaliningrad) as well as recruiting agencies from Belarus and the Ukraine;
- 5 regional departments and 8 clubs "Territoria personala";
- Research and Training centers.
The history of APSC:
- 1991 "The Izvestya newspaper" published the article "Headhunters" by Vasiliy Zakharko.
- 1996 Creation of APSC on the non-commercial basis.
- 1997 Foundation of Professional Ethics Commission.
- 1997-1998 Well-known American, Canadian and European recruiters held seminars for recruiters in Moscow, Krasnodar, Minsk, St. Petersburg, Novosibirsk.
- 1998 APSC performed enormous assistance to recruiting agencies in preserving and developing personnel search business during the economic crisis in Russia.
- 2000 Organization of the First International Congress in Kiev "Eurasia : employment in the 21st century" with the assistance of International Labor Organization.
- 2001 Establishment of the Board of Experts of APSC.
- 2002 Registration of the Internet site www.apsc.ru.
- 2004-2005 Adoption of the Code of Interpersonal relations of HR market participants after the wide discussion in 20 Russian cities.
- 2005 Working out of "The Program of personnel search market development".
- 2006 Accomplishment of All - Russian project "Enhancement of efficiency of graduate employment in the era of market economy".
- 2006 Creation of Media clubs network "Territoria personala" in 8 Russian cities.
